The second day was marked by presence of two dignitaries Dr. M Balakumar (Chief, National Testing Service- India) , Mr. Sharat Kaushik (Director, NGF College Of Engineering & Technology, Palwal) and Ms. Sangeeta Dhawan (Regional Co-ordinator) were present.
National Testing Services - India a first of its kind is set up at Mysore, Karnataka. Under NTS is situated the CENTRAL INSTITUTE OF INDIAN LANGUAGES (CIIL). At present CENTRAL INSTITUTE OF INDIAN LANGUAGES (CIIL) testing and evaluation in three major languages Hindi, Urdu, and Tamil.
The basic concepts of evaluation and testing were discussed in this 5 day workshop. Everyone in education process is expected to be aware of key concepts of evaluation and testing. These concepts provide meaning and scope to the terms used in various steps of evaluation. These concepts were identified based on the contents, methods, and purposes of evaluation. It also includes basic concepts from the disciplines of Statistics, psychology, Education, Language, Literature, TEO, etc.
There are many assessment institutions, accreditation and evaluation centers such as NAAC of UGC, NBA of Directorates etc for all level of education, but to meet the multiple demand of evaluation being received from various organizations of the country. National Testing Service -India, or National Evaluation Organizations was proposed by the Center for Testing and Evaluation and NTS came into effect in this country since 01/07/2006.
The objectives of National Testing Service -India are to enlist the means and ends of education in reference to all discipline and languages. To demarcate and distribute them among 7 levels of general education which are, primary, upper primary, secondary, higher secondary, graduate, post graduate and research. To evolve a framework for assessing aptitude, achievement and proficiency for assessing the all round growth of an individual. To prepare tools and scales for collecting, consolidating and measuring the data to undertake assessment and evaluation. To build up awareness on the materials and methodologies developed for the purpose of standardization with reference to various regions of the country. To establish bench marks for the courses, program of study, institutions and departments imparting them, individual's status, position at various stages.
A provision has been made for the soliciting the views of all those associated with the policy making process. It includes obtaining advices on academic and other important matters with Vice Chancellors of Universities, Chief of regulatory Bodies (e.g. NCTE). Representatives of the institutions that conduct aptitude test (e.g. I.I.T.'s) Achievement Tests (e.g. CBSE) and Proficiency Test (e.g. UPSC), Subject experts, Scientist of R&D organizations.
Activities at the Regional Field Units are like necessary books, journals, etc on testing & evaluation in addition to the material to build up new library will be supplies by NTS, CIIL.
