If the ancient Greek physician Hippocrates diagnosed you with fetor hepaticus (bad liver breath), it would not be an insult but a friendly warning. It meant the scent of your breath indicated you were going into liver failure. Much of ancient Greek medical knowledge has fallen into obscurity, but using the breath as an indicator of health remains. Researchers have for years worked to develop accurate, inexpensive and portable electronic olfactory sensing technology that can be used to detect and monitor asthma, kidney disease, high cholesterol and a number of other conditions.

A variety of approaches are being used to develop what are referred to, inevitably, as e-noses?devices that use an array of chemical sensors for reading odors and a mechanism for identifying different scents. They typically cost about $8,000 to $30,000. Most rely on bulky gas chromatography and mass spectroscopy systems to identify airborne compounds. They generally require several breaths saved in a balloon. Other breath-analyzing devices, such as alcohol Breathalyzers, use technologies that are not sufficiently accurate for medical use.

An e-nose's ability to recognize a particular odor and flag it as a warning sign has been hindered by lack of specificity?that is, the inability to detect and quantify a single substance in an exhalation that contains hundreds of compounds. Several new approaches aim to overcome that problem. One promising project involves a team of? Stony Brook University, The State University of New York, researchers led by associate professor of materials science and engineering Perena Gouma, who have developed an e-nose that uses semiconducting ceramic sensors to detect disease and measure metabolic functions.

According to Gouma, the sensor is highly sensitive to gaseous disease-signalling markers in the breath?it can detect specific molecules in parts per billion. The sensor chip is covered with spaghettilike metal oxide fibers that have diameters ranging from one to 100 nanometers (a nanometer is one billionth of a meter). The nanofibers' crystalline structure and the atomic configuration on their surfaces determine which compound can be detected. For instance, gases such as carbon monoxide and methane stick to a nanofiber oxide sensor whose atoms have a tetragonal (four-sided) arrangement. Nanofibers can be made in large quantities and tweaked during production to respond to different compounds. Once the e-nose detects its target molecule, its concentration is shown on a digital display.

Breath contains hundreds of volatile organic compounds that are by-products of our metabolism. Certain diseases alter the mix of gases, introducing new compounds or altering the levels of existing ones, Gouma says. One sensor could detect acetone in the breath of diabetics to determine whether they need to increase their insulin doses. Another could measure nitric oxide in asthmatics' breath to detect an impending or worsening asthma attack.

Gouma's group is also developing e-noses to detect the organic compound isoprene to measure cholesterol levels, ammonia to detect kidney disease, and a mix of ammonia and ketones to get a whiff of liver disease. The researchers are also developing an e-nose that can distinguish between two similar chemical structures?alkanes and alkenes?for early detection of lung cancer, Gouma says.

These prototype e-noses resemble hardcover novels with a mouthpiece attached at one end. Gouma anticipates the final design will be about the size of a key ring. She expects at least one of her e-noses will be ready for clinical testing within a year. Unlike other e-noses, Gouma's require only a single breath to detect specific compounds, she says. This means for some conditions breath tests can be performed in lieu of blood samples. Gouma anticipates such handheld e-noses such as these could cost as little as $20 each.

Nathan Lewis, a chemistry professor at the California Institute of Technology, is also developing e-nose technology. His system relies on polymer films rather than nanoscale wires to identify compounds. But he says with respect to Gouma's gizmos: "Ceramic nanosensing technology is one promising approach for medical and other electronic-nose applications. [Gouma's] work is a significant step forward in that regard."

Other researchers, however, are skeptical about an e-nose's ability to analyze individual components of even simple mixtures of volatile organic compounds (VOC). "Among the challenges to obtaining clinically useful measurements of breath VOCs, such as acetone or other possible disease markers, one of the toughest is reliably differentiating the marker or markers from the background VOCs found in breath," says Edward Zellers, an environmental health sciences professor at the University of Michigan. He adds, "This has not yet been demonstrated with any e-nose technology of which I am aware." Still, although he is wary of e-noses being used for disease diagnosis, Zellers says Gouma's technology has promise as a means of detecting individual reactive inorganic markers such as nitric oxide and ammonia.

As Hippocrates may have attested, promising medical ideas frequently do not come to pass. Patients should not hold their breath in anticipation of inexpensive handheld e-noses until the technology proves it is up to snuff in clinical trials.

Our Small Hours: How To Eat Real Foods Away From Home--Parties ...

So far we've talked about how to eat real food away from home on road trips and on vacation. ?This time we're sticking a little closer to home and will tackle the complication of eating real food while visiting with friends and family for parties or get-togethers.

Real Food Parties

When my husband and I realized the incredible benefits of a real food diet and made the commitment to eat a real food diet, one of the first things we discussed was how to handle get-togethers with family and friends. ?It was difficult to find a place in our diet for processed, packaged foods and items that most American think are healthy such as meats from the grocery store, vegetable oils and improperly prepared grain products. ?Still, the last thing we wanted to do was be "the family with the special diet".

In fact, we didn't (and still don't) want to share much about our diet with our family and friends because the amount of information-gathering involved in our decision to eat real food could not be easily shared in a casual conversation. ?More than anything we wanted to blend in and not have friends and family think we were "just on a diet", but at the same time we didn't want to compromise our health for the sake of fitting in. ?

Here are four tips for eating real food at parties or get-togethers.

1. ?Remember the 80/20 rule. ?Having a handful of chips at a party is not going to be a detriment to your health if you are eating well 80 per cent of the time. ?If you are like most real foodies, you don't keep factory-food in your home. ?You eat the right fats and sweeteners and have vetted your sources of meat and other animal products. ?Unless you have allergies or know that a certain food will make you feel sick if you eat it, then have a piece of cake or a slice of restaurant-chain pizza at a party or get-together.

2. ?Overlook the processed food and seek the real foods. ?Most parties have a fruit tray. ?So maybe it's not organic. ?Maybe you won't fall over dead this once. ?If there is fruit, there is likely cheese. ?Don't focus on all of the food you would never let pass your lips. ?Instead, find something--even if it's just one thing--that you can enjoy without guilt or a negative effect on your health.

3. ?Bring your own food. ?Now, this doesn't mean that you show up with a container of something just for yourself while looking down your nose at the spread the host or hostess has provided. ?No, this means you offer to bring a dish. ?Share your favorite real food snack or dish with the others and you may spark an interest in real food!

4. ?Eat before you go. ?Not eating at a party doesn't exactly help you to blend in, but it is an option if you simply cannot stomach the idea of eating many of the Standard American Diet (SAD) foods that may be available.

More than anything I want to stress the importance of not being a food snob.? Actually, be a food snob--in your own home and in any situation where you won't?potentially?hurt the feelings of people you care about. ?If people ask why you make the food choices you make, then tell them. ?If not, then keep it to yourself. ?Remember that many people simply do not have the information or the understanding of how to incorporate real foods into their diets. ?And even if they did, eating real food is a pretty big paradigm shift for most. ?It takes time to figure it all out. ?Don't forget that once you tell people you are a real foodie, you are under the microscope. ?Your every bite is up for scrutinization. ?If you ever decide to sneak in an Oreo, you lose your credibility even if you've eaten perfectly for a decade!

I hope I've driven home one important point in this series: ?Follow the 80/20 rule and enjoy life. ?I think most real foodies find ourselves eating an even higher percentage of real food than 80% once we learn the ropes and find more sources of real food. ?Relax and enjoy life. ?What's the point of eating such a healthy diet if you're not going to enjoy life?

Parents in the dock: PEGI finally goes legal in UK | VG247

Mon, Jul 30, 2012 | 12:41 BST

PEGI ratings finally become law in the UK today, forcing parents to assume responsibility for their children?s gaming. Given how clueless even the most well-meaning mums and dads can be, says Patrick Garratt, it?s not a moment too soon.

?Jesus Christ. It?s scary to think his friends, who are ten and some are nine, are playing games like this. Lord help us all.?

PEGI is law. After four years since Dr Tanya Byron delivered her report on children?s use of games and the internet, the UK has finally adopted the PEGI system for games wholesale. Retailers must now refuse to sell rated gaming products to under-age punters or face large fines, and potentially prison sentences.

It?s about time. For all the bluster surrounding the debate ? with plenty claiming that parents are well aware of what an age rating means and are more used to BBFC symbols ? the truth is that many mothers and fathers have no clue as to the severity of content in adult games. Byron highlighted the problem in her report, which recommended that parents get more involved in the media their children consume.

I?m a parent myself, and I?ve been a games journalist for a long time. Over the years I?ve got to know other mums and dads with games-mad children who go goggle-eyed when I say I?ve got tons of promos I don?t need any more. Every time, however, I have to make sure people understand that an age rating on a game is a serious concern, that 18 means 18. For some reason, the fact it?s on a video game doesn?t have the same impact with some parents. They?d never let their 12 year-old watch a BBFC 18 movie, but a baffling amount will happily hand over a copy of Modern Warfare 3.

Last week, for instance, a friend got in touch with me to ask about a games system for her son. He?s ten years old. We had a chat about it and she ended up getting him a 360. I packed up a bunch of promos I have sitting on my shelf, just to get him going. He was over the moon, but he?s been asking her for stuff his friends are playing. Like Skyrim, GTA IV, Assassin?s Creed and Call of Duty. She stripped the obviously violent ones off the list ? she instantly saw that Assassin?s Creed and CoD weren?t suitable ? but she wasn?t sure about Skyrim.

To show her the sort of content included in an 18 cert game, I showed her Skyrim?s Unarmed Badass video. She was stunned. She told me one of her son?s friends has been playing GTA IV for the last two years. He?s now nine years old.

?Jesus Christ. It?s scary to think his friends, who are ten and some are nine, are playing games like this. Lord help us all.?

?We are going to murder some prostitutes.?
Perfect for the seven year-old son in your
life.

This isn?t the first time this has happened to me, and I doubt it?ll be the last. There seems to be something about these products that gives well-meaning, completely responsible parents ratings-blindness when it comes to games. If your kids? peers are playing GTA, then why shouldn?t your kids be able to? If your next door neighbours think its OK, then why shouldn?t you?

Now, finally, the British government is taking the matter seriously. Retailers can now go to jail for supplying games to under-age consumers, forcing the issue directly into the hands of the parents. There?s no excuse any more, and you shouldn?t be afraid to speak up. If you know parents who are giving youngsters 18-rated games, or allowing them to play them regardless of where they got them, ask them if they?re aware of what they contain. Say something. You may very well find that they have no idea, and will be horrified when they do.

Ask your children what they?re playing, and be sure you approve of it. A seven year-old, logically, should not be playing Grand Theft Auto IV. As I said, I?m a parent myself. I have three children, the eldest of which is six. The thought of her playing something like GTA next year is mindboggling. I would want a friend to tell me I was doing the wrong thing if I wasn?t aware I was doing so.

If UK politics can try to be responsible, so can you. Be good to your kids: they only get one childhood.

Hong Kong Street Protests Against A New Chinese-Influenced Curriculum Plan Expose An Identity Crisis

Thousands of irate parents, teachers and protesters rallied on the streets of Hong Kong on Sunday and marched toward government headquarters in sweltering heat. They were griping against a government-proposed school curriculum plan, which they said was an attempt to indoctrinate students by lauding the feats of the Chinese Communist Party. ?????

The protests mark the rise of an identity crisis in the former British colony, political experts say. The public uproar is the latest retaliation to Beijing's perceived political pressure on Hong Kong, which ceded a large portion of its Cantonese-speaking territory to Chinese rule in 1997. At the time, the former colony was assured it would retain considerable autonomy over its legal jurisdiction, monetary system and the Olympics. Today, however, the curriculum protests reveal friction between Hong Kong citizens and Beijing.

Hong Kong was under British colonial rule after the First Opium War, from 1839 to 1942. It was taken over by Japan during WWII and returned to the British Empire, which resumed control until 1997. Traces of British culture remain in Hong Kong -- tearooms, double-decker buses, the original Rugby Sevens' tournament held in March every year, fashion knockoffs of Rolex and Burberry, and a skyline festooned with the names of corporate bigwigs like Panasonic, Samsung and Zurich.

Activists are now lashing out against the Hong Kong government's perceived attempts to rewrite the character of the country -- measures they say pander to the whims of Chinese authorities.

The outcry comes in the wake of a 34-page book titled "The China Model," which is funded by the Hong Kong government. The monograph emphasizes the alleged triumphs of China's single-party Communist state as a unique political body that presides over a thriving economy and society.

Follow us

If attempts to implement the new curriculum succeed, this booklet will form the basis of the national education curriculum, which the Hong Kong government is proposing to local schools for students aged six and over, parents say.

Course materials reportedly include a teaching manual that extols China's authoritarian one-party system as "progressive, selfless and united" while decrying the two-party U.S. political framework as a vehicle of social turbulence and a threat to people's livelihood. It also carries a prescriptive guide that directs children to holler in class, "I am proud to be a Chinese."

"We don't want our child to be fed this material," P.S. Ho, a father of a four-year-old girl, told Reuters in an interview. "If the initiative continues without changes, maybe we will change schools later or immigrate to another country." ??

Starting in September this year, Hong Kong will introduce a curriculum that aims to promote a sense of national identity, Eddie Ng, secretary for education, said on Saturday. The plan will become mandatory in three years.

Ng attempted to dispel fears that the new model would brainwash students about China's history. "We will do our best to provide a diversified range of teaching materials reflecting multiple points of view," he said on Saturday. "Brainwashing is against Hong Kong's core values, and that's something unacceptable to us."

Plans to strengthen Hong Kong students' knowledge of Chinese current affairs, culture and history have been underway for years. However, this new impetus comes weeks after the rise of a new administration for the Hong Kong Special Administrative Region (HKSAR), led by chief executive Leung Chun-yung, 57, whose close links with China, many feel, have led to him to urge Hong Kong to call the mainland its home.

"The British also tried to instill a sense of national pride among Hong Kong schoolchildren, but their way was a lot more subtle," Johnny Lau, an independent political commentator in Hong Kong, told the Financial Times in an interview. ?

On Saturday, Jiang Yudui, chairman of the China Civic Education Promotion Association of Hong Kong, a pro-China outfit lobbying in favor of the new national education plan, alarmed Hong Kong parents when he publicly announced that the curriculum should "wash their brains," referring to Hong Kong students.

"A brain needs washing if there is a problem, just as clothes need washing if they're dirty and a kidney needs washing if it is sick," he said, according to local media.

The protest march on Sunday pressed the government to consider instituting a special committee to address public concerns and Hong Kong's growing tensions with China.

Why Self Improvement is For Everyone | The Secret Of The Law of ...

You may have heard a lot about personal development and wondered if it?s something you should look into. Chances are, however, that you already do personal development and don?t realize it. Any time you take action to make positive changes in your behavior or in your life, you are engaging in personal development work. If you?d like to make personal development a more conscious decision, read on to learn how.

Set goals for yourself. Without goals, it is like you are watering the entire garden waiting for one flower to grow. When you have a goal, you focus all your attention on the one flower, so that it blooms beautifully. Take the time to make specific, concrete goals so that you have something to aim for and look forward to.

Don?t spend all your time thinking about personal development. Prolonged ?navel-gazing? can be detrimental to life. While you are analyzing yourself, life is going on without you. The sun is shining and the birds are singing! Get yourself out of your own head and enjoy life.

For many people, personal development is not something they think about unless they have an acute crisis. However, you don?t need to be depressed in order to choose to look harder at your life and make different choices. If you have things you want to achieve in your life that you haven?t achieved yet?and everybody does?then working on personal development is what will get you there.

Some people shy away from the term ?personal development? because they associate it with therapy. Personal development is not necessarily therapy, however. Therapists mainly work with people who are deeply unhappy with themselves or their lives to help them get back in control and live more happily. If you seem to have a hard time putting your plans into action, ?something? always happens to ruin your plans, or one of your goals is to feel that your life is more worth living, therapy may be a helpful addition to your personal development plan.

Stay informed about current events. When you do this, you show others that you are involved in the world. This can lead to an outpouring of passion on your part, since you may see something that you want to do something about, or it can impress people that you know so much about what is happening worldwide. Make sure that you are exposed to current events without being drenched in them. Don?t allow them to depress you or make you unhappy. Don?t sit in news forums arguing with people all day. Be informed, but don?t overdo it.

Improve your diet. You may not be trying to lose weight, but when you take your diet seriously, it reflects on you in a good way. It can be a great way for you to feel better about yourself, as food breaks down chemically in your body and acts as chemicals. Try new foods and eat in a healthy way that is good not only for your physical health but your mental health as well.

Personal development is never easy, but it is very worthwhile. You may discover through your personal development program that you have been sleepwalking through life; if so, committing yourself to personal development today helps you stay awake and become a full participant in your life.

If you want to improve yourself today, then you have to find out more about how to build confidence or at least check out more about how to increase productivity.

Democratic Lawsuit Challenges GOP Petition Success

By Len Lazarick, Len@MarylandReporter.com

ANNAPOLIS -- The Maryland Democratic Party is challenging one of the Republican Party?s biggest successes in years. It filed a lawsuit yesterday seeking to overturn the GOP?s successful drive to put the Democrats? congressional redistricting map on the November ballot.

The petition drive?s success was partially due to an online process that filled in much of the information required on petitions. MdPetitions.com was developed initially to petition to referendum Maryland?s DREAM act, which would give in-state tuition for children of illegal immigrants under certain circumstances. That petition was successful last year, as was the petition drive to put the new same-sex marriage law on the ballot this year.

All three issues are set to appear on the November ballot, with the potential for voters to reject legislation passed by the Democratic-dominated General Assembly. This is the first time in 18 years that any law passed by the legislature has been placed on the ballot.

If voters reject all or any one of the new laws, it will give Republicans some of the policy clout they lack at the State House.

Lawsuit says online process violates state law

In its lawsuit, the Democratic Party says the new online process violates state law by filling out the petitions with voter information. It also says there was no way to validate some of the signatures, some signatures were improperly ?witnessed? by the person signing them and some of the petitions were signed fraudulently. The Democratic Party says it ?will suffer unique and singular injury? if the congressional redistricting plan goes on the ballot because it will make it harder to elect Democratic nominees.

One of the defendants in the suit is the Democratically controlled State Board of Elections. The lawsuit says the board and elections administrator incorrectly interpreted Maryland law in validating 59,201 signatures, and at least 5,000 of them are invalid. This would mean the petitioners had not met the requirement of 55,736 valid signatures.

The lawsuit asks the court to reject the signatures and remove the congressional redistricting plan from the ballot.

The GOP sought to place the plan on the ballot because it added significant numbers of Montgomery County Democrats to the 6th Congressional District, making it more difficult for 10-term Republican incumbent Rep. Roscoe Bartlett to get reelected.

MDPetitions.com?s chairman, Del. Neil Parrott, R-Washington, said, ?MDPetitions.com will work to defend each and every signature that has been validated by the Board of Elections.?

Radamase Cabrera, spokesman for the Fannie Lou Hamer Political Action Committee, a group of African-Americans seeking more congressional representation, said, ?The Democrat Party of Maryland is overreaching by trying to throw out signatures based on the way they were collected. Clearly, we at the Fannie Lou Hamer PAC hope that the courts will side with the people of Maryland and that the people will decide whether to keep or reject the 2012 map.?

Parrott said, ?The current map suppresses minority voting interests and divides communities. With this lawsuit, [Democrats] are actively working to suppress voters throughout Maryland.?

The Democratic lawsuit says the Republicans are harmed too by the confusion and uncertainty a vote to reject the current congressional district map would cause.

In a small irony, the signature of one of the lawyers representing the Democratic Party, Jonathan Shurberg, appears to have been signed by the other attorney, Amanda LaForge, since her initials follow his signature in the same handwriting as her own.

The lawsuit alleges some petition signatures were invalid because in some cases, one person signed for two people.

Germany welcomes ECB promise to secure euro

BERLIN (AP) ? Germany's finance minister on Friday welcomed a pledge by the European Central Bank's president to do what is needed to save the euro, though he also stressed that politicians must themselves act to resolve countries' problems.

Mario Draghi said Thursday the ECB would "do whatever it takes to preserve the euro." His comments raised expectations he could step in to lower high borrowing costs for countries like Spain and Italy ? possibly by buying government bonds.

The ECB has bought bonds to fight the crisis over the past two years, but has kept the program on pause for months. The bond purchases were not popular in Germany, which feared the ECB was taking on excessive risk and claimed governments should bear the responsibility of restoring confidence in their economies by reducing public debt.

A ministry statement Friday said Finance Minister Wolfgang Schaeuble welcomes Draghi's pledge to "take the necessary measures to secure the euro in the framework of the existing ECB mandate."

"The condition for this is that policymakers also take and implement the necessary measures to deal with the financial and confidence crisis," it added. "In the first place stand the reform efforts of the countries themselves."

The statement went on to list efforts that Spain and Italy have embarked on to get their budgets in order and embark on structural reforms, and said that programs launched by Portugal and Ireland in exchange for bailouts "are on the right track." It didn't mention Greece.

The Finance Ministry did not say anything about what measures the ECB might take.

The new Recommendations Bar makes it easier to Like web pages

Today, Facebook launched a new feature called the Recommendations Bar that adds a pop-up box to any site that decides to use it. While you already see the Like button on many websites, including Tecca, the Recommendations Bar makes the Like button for?each post even more visible. Plus, it shows you what your friends have been reading on the site.

In a blog post on the social network, Facebook software engineer Jeffrey Spehar writes:?"Recommendations are based on content that friends have explicitly liked and shared in your app or website." For instance, Mashable's Recommendations Bar tells me that my friends watched a Gotye parody video on the site.

The bar starts out as a tiny Like button when you load the page and won't expand to the size of a standard pop-up unless you click it. But if it still feels obtrusive, simply click the tiny square at the top right of the box to get rid of it.

self help - How To Jack Up Your Social Skills And Enjoy Interacting ...

People are social animals. Otherwise we wouldn't have built things like cities, time shares, and Facebook. As long as there's been human history, we have operated in large groups. We owe our very survival to the power of groups. However, there are plenty of us who feel uncomfortable in groups. There's nothing that terrifies us worse that walking alone into a room of strangers. The good news is that there are some things you can do to make this not only easier, but fun and enjoyable. When that happens, you'll realize how much other people have to offer, and how much they can enrich our lives.

Having a head filled with interesting topics is the easiest way to get over your anxiety. Many people are afraid of being put on the spot, and not having anything to say. Make up a list of your hobbies, interests, and keep up on current events. That way you'll have a lot more to contribute to the conversation. Don't be afraid to express your opinion. People want to hear it.

It's also a good idea to get an idea of the friends you'd like to make at these gatherings. That way you won't be walking up to every single person and trying to start off a conversation. You'll either come across as a desperate creep or some kind of politician running for office. Just single out a few people who seem interesting, and then talk to them. Don't worry about what other people think.

One problem many people have is making a conversation seem natural, and not forced. The easiest way is to simply ask other people open ended questions. Then listen to their answer, and ask them any follow up questions about things you are interested in. Some of the greatest conversationalists never talk much. They just ask questions, and are generally interested in other people's answers.

A good way to introduce yourself is to say your name, why you are that the event you're at, and what you do for a living. Then relax and let people ask you any questions they want. If they don't, then ask them some things about their jobs, what they do in their free time, and just listen to their answer. Just relax and let the conversation flow wherever it wants to flow.

Of course, you shouldn't talk about anything related to politics, religion, people's ages, or how much they weigh. This is just asking for trouble. It's also always a good idea to be a little self depreciating. It helps other people feel more at ease.

If you keep these tips in mind, and practice them whenever you can, you'll be well on your way to becoming a relaxed, social operator. You'll soon look forward to social events, and all the interesting people you'll meet there.

To easily apply the most effective mind control techniques around, head on over to the mind control technology site today. You'll learn everything you need to know to rapidly succeed in your life.

(AP) ? Some of the victims fighting for their lives after being wounded in the movie-theater shooting rampage may face another challenge when they get out of the hospital: enormous medical bills without the benefit of health insurance.

Members of the public, along with Warner Bros., the studio that released the Batman movie "The Dark Knight Rises," have contributed nearly $2 million to help victims, though it's not clear how much of that will cover medical expenses. One family is raising money on its own online.

And three of the five hospitals that treated victims said Wednesday they will limit or completely wipe out medical bills.

Some of the victims, however, still face a long recovery ahead and the associated medical costs ? without health insurance. There's no exact count of how many of them don't have insurance but statistics suggest many of them might not be covered.

Nearly one in three Coloradans, or about 1.5 million, either have no health insurance or have coverage that is inadequate, according to a 2011 report by The Colorado Trust, a health care advocacy group.

The highest uninsured rate was among adults between 18 and 34 and many of those injured in the shootings are in that age group.

State officials said they are not sure whether any of the victims qualify for emergency Medicaid assistance available to needy patients. Victims could also get financial assistance from a state program that helps people hurt during crimes, including lost wages and counseling.

Among the uninsured victims of the movie-theater attack is a 23-year-old aspiring comic, Caleb Medley, who is in critical condition with a head wound and whose wife, Katie, gave birth to their first child, Hugo, on Tuesday.

His family and friends said they have set a goal of raising $500,000 to cover his hospital bills and other expenses and were over halfway there on Wednesday.

"All the money that is donated is going straight to Caleb, Katie and Hugo to help them with medical bills, getting back on their feet, help with the baby items," friend Michael West said. "Anything and everything that they need."

Children's Hospital Colorado announced it would use donations and its charity care fund to cover the medical expenses of the uninsured. For those who do have insurance, the hospital says it will waive all co-pays.

"We are committed to supporting these families as they heal," according to a statement from the hospital, which treated six shooting victims.

HealthOne, which owns the Medical Center of Aurora and Swedish Medical Center, also says it will limit or eliminate charges based on the individual circumstances of the patients. Those hospitals have treated 22 shooting victims. However, the company cautioned its policy may not apply to all doctors working in its hospitals.

The other two hospitals, Denver Health Medical Center and University of Colorado Hospital, where Medley is, wouldn't directly say whether they would assist shooting victims. However, they are the state's top two safety net hospitals and provided combined $750 million in free care in 2011.

Hospitals are required by federal law to stabilize patients during emergencies without regard to their ability to pay.

"The issue most probably facing the hospitals and patients in a situation like Aurora is what comes after 'stabilization,'" said Dr. Howard Brody, director of the Institute for the Medical Humanities at the University of Texas Medical Branch in Galveston and a frequent critic of excessive medical costs.

"Many of these people I assume will need prolonged and expensive rehabilitation after their immediate injuries are dealt with, and that seems precisely what hospitals today are less and less willing to cover out of their own funds, and no law requires that they do so, as far as I am aware," he said.

Medley is in a medically induced coma, but West said he has been showing signs of improvement, relying less on a ventilator to breathe. Medley's wife, 21-year-old Katie Medley, gave birth on Tuesday, one floor above his room at University of Colorado Hospital.

Standup comedian Gabriel Iglesias, who has appeared on Comedy Central, planned to headline a Denver fundraiser for Medley next week.

The fundraising might actually make Medley ineligible for some income-related assistance. His family and all other victims are already meeting with victim advocates, the case workers who deal with people hurt during crimes. The advocates determine what services they need and what assistance they qualify for.

"We have individuals who will need a lifetime of care, or a lifetime of accommodation, and our job is to make sure those needs are met," said Karla Maraccini, deputy director for community partnerships in the office of Gov. John Hickenlooper.

Europe's blank canvas | European CEO

In the zero-sum economy of austerity Europe, where the arts are in constant competition for dwindling public funds, a lifeline from corporate investment is slowly being severed due to stockholder pressure to secure the bottom line.

In April, a museum in Italy started burning its collection of artworks in protest at budget cuts which it says have left cultural institutions out of pocket. Antonio Manfredi, director of the Casoria Contemporary Art Museum in Naples, set fire to a painting by French artist Severine Bourguignon, who was in favour of the protest, in full view of the world?s media. ?Our 1,000 artworks are headed for destruction anyway because of the indifference,? said Manfredi.

The Creative Europe programme aims to promote and safeguard cultural and linguistic diversity

Funding of the arts is, in itself, a delicate art. Despite a UK government drive to encourage philanthropy, investment by businesses has dropped to its lowest level for seven years, creating further dissatisfaction and high-drama in the sector. Down seven percent on 2010?s figures, sponsors from organisations traditionally associated with funding art projects are tightening the corporate purse as stockholder pressure increases.

According to figures released by campaigning charity Arts & Business in February, the overall trends in the UK noted a striking fall in corporate business investment in the arts for the fourth year in a row, down to ?134.2m, as well as the growing gap in fortunes between London and other UK regions. The 2011 figures reveal that while most businesses are still committed to working with the arts, they are not ?hard-wired? to do so. Corporate money is a discretionary spend ? particularly in hard times ? and consequently, business investment last year was lower than it was in 2004/05.

The Arts & Business figures also disclosed that 81 percent of all individual giving goes to investment in London, demonstrating how arts organisations further afield are being hit hardest, often facing the added blow of suffering cuts to local authority grants. While the capital saw a nine percent increase in private-sector investment to ?488m, and the northwest was up three percent to ?21m, almost everywhere else suffered a fall. The southwest was down 32 percent to ?15m, the southeast down 14 percent to ?28m, the northeast down 13 percent to ?12.1m, and the Yorkshire region down 12 percent to ?16.2m.

On the face of it, the numbers might seem to be disappointing for the UK?s culture secretary Jeremy Hunt, who declared 2011 ?a year of corporate philanthropy?, but staying true to the central tenet of the coalition?s arts policy, he has drawn positives from the data, as there has been an overall four percent growth in total private sector investment to ?686m. Indeed, the six percent increase in private individual philanthropy and the figure for individual investment in 2010/2011, was ?382.2m, higher than it has ever been. ?I do believe in state funding,? he said, ?but we are committed to a mixed-economy funding model for the arts. These figures are a real tribute to the determination of the cultural sector to boost its fundraising and strengthen the financial resilience of the arts organisations, especially when times are tough.?

Is Europe faring any better?
The European Commission has planned to launch the world?s largest ever cultural funding programme, with ?1.8bn allocated for visual and performing arts, film, music, literature and architecture, with plans to release the money between 2014 and 2020, leveraging on private investment and attempts to shift the European mentality from grants to loans. The Creative Europe programme aims to promote and safeguard cultural and linguistic diversity and will mean a much-needed boost for Europe?s cultural and creative sectors.

Androulla Vassiliou, European Commissioner for Education, Culture Multilingualism and Youth said the programme is imperative for jobs and sustainable growth in the sector, but also to break into new, unchartered markets: ?This investment will help tens of thousands of artists and cultural professionals and safeguard and promote diversity across the continent,? she said.

?The culture secretary has conceded that a more open discussion of the value of philanthropy and more transparency about individual giving will encourage others to come forward and part with their cash?

The programme has echoed organisations? desires for European culture funding to be thrust once again into the spotlight, as austerity measures take hold. In 2010, Nicolas Sarkozy proposed making cuts at cultural institutions like the Louvre, the Palace of Versailles and the National Library ? with only one worker to replace every two who retire.

The Pompidou Centre?s labour union estimated the institutions will lose some 200 jobs in the next decade as a result. Sarkozy?s stance resulted in the Pompidou museum, along with several other cultural venues, shutting down for more than two weeks as a result of strike action. In Italy, the world-famous opera house La Scala faces a shortfall of almost ?7m because of reductions in subsidies. In the Netherlands and Hungary, conservative-led governments have had financing for arts programmes slashed; Portugal has abolished its Ministry of Culture.

The New York Times has commented that European policy is looking further and further to the US model of cultural investment. Journalist Michael Kimmelman believes the ?Americanisation? of private financing has been creeping into the continent for quite some time, and government patronage for culture is no panacea in Europe: ?Private benefaction can have its distinct advantages,? he said. ?True, strings are usually attached. But a variety of donors tend to allow an institution more independence and flexibility, more lightness on its feet. European cultural institutions have, compared with those in the US, next to no tradition of private giving and one consequence is Europe is stuck between privatisation and the lack of private donors.?

Erik Lundsgaarde, research fellow at the German Development Institute, believes American philanthropists have played an important role in drawing attention to giving for global development. ?One priority area for engagement among European donors should be the promotion of greater transparency within the philanthropic sector through support for greater data collection efforts related to private aid provision,? he said in his 2011 paper, ?Global Philanthropists and European Development Cooperation?. ?This goal can be pursued in part by improving mandatory financial reporting on foundation activities and charitable giving within member states and at the EU level.?

When recalling how the Louvre relied on a gift from Total, Didier Alaime, who represents the country?s biggest union ? the Conf?d?ration G?n?rale du Travail ? said: ?The more public policies are dependent on private financing, the more they risk feeling the ups and downs of the market. The more we?re dependent on outside financing, the less we control the policies that are financed. It gives the impression that culture is merchandise.?

According to UK media distributor Channel 4?s cultural editor Matthew Cain, it?s highly unlikely that private investment is set to become the dominant funding force, at least not of UK culture: ?The culture secretary has conceded that a more open discussion of the value of philanthropy and more transparency about individual giving will encourage others to come forward and part with their cash,? he said. ?But glory or even slight recognition is often the furthest thing from the minds of UK philanthropists ? a strikingly different set up from the US. Trends have shown individuals prefer to give money to bespoke projects, rather than contribute to the ongoing maintenance of an institution. It is a huge pitfall to rely too heavily on (the offerings of) individuals whose wealth might fluctuate in line with the economy.?

Pressure on the purse
International tobacco product manufacturer JTI declined to comment on any changes to its investment portfolio, but continues to support a number of renowned cultural institutions worldwide, including the Louvre, the Prado in Madrid, the Rijksmuseum in Amsterdam, the Royal Academy of Arts and the Teatro alla Scala Museum in Milan. The company also supports the Moscow Easter Festival and Stars of the White Nights Festival in St. Petersburg, has a long-term partnership with the Mariinsky Theatre in Russia, while continuing to partner the Pushkin Museum of Fine Arts, the Hermitage and the world-famous Bolshoi Theatre.

Rather than invest solely in one major exhibition, PricewaterhouseCoopers is increasing the amount of time its staff give supporting community arts projects that engage with disaffected young people, rather than invest a predetermined amount. David Adair, Head of Community Affairs, said: ?We continue to support the Our Theatre programme with Shakespeare?s Globe Theatre, at the same level we have for the past 15 years, and the Unicorn?s Children?s Theatre and the Royal Exchange Theatre project in Manchester.? The company is also sponsoring a ticket scheme with the Old Vic Theatre, offering a number of discounted tickets to all under-25s.

Some corporate institutions believe that in times of austerity it?s more important than ever to support artistic and cultural programmes, rather than cut back. Rena de Sisto, Global Arts and Culture executive at Bank of America Merrill Lynch, said: ?Our support for arts and culture is unwavering and our global programmes have in fact grown in the past few years. And even during challenging financial times, we believe that we have a responsibility to make a positive impact on economies and societies throughout the world, as part of our corporate social responsibility efforts?.

The outlook for art funding looks mixed, and depends on global economic revival. It is widely acknowledged that in the interim, organisations must find new ways to engage with businesses and individuals, by becoming more flexible with their business model and more sophisticated and creative with their offers. However, in recent years, the partnership of private funding and arts organisations has sparked concern that marketing and public relations strategies could damage the integrity of cultural institutions. For others, it?s government restrictions that are causing problems. London-based creative production company Serious, who produce live music events, including the large-scale London Jazz Festival, have only recently established Serious Trust Limited to enable it to attract funding from individual donors in the future, in line with current UK Government policy, but director Claire Whitaker is still worried: ?Unfortunately, the latest budget appears to have had a detrimental impact on donations of a significant size, which could affect Serious? philanthropic support in the near term.?

Benefits of corporate sponsorship
However, there is evidence to suggest that the partnership of corporate sponsorship and arts is not as problematic as it might seem, and seemingly offers benefits that governmental funding cannot provide. While many government-run museums struggle under sclerotic bureaucracies, like in Italy, private collectors and companies have set up foundations and exhibition spaces like the Fondazione Prada in Milan and the Fondazione Sandretto Re Rebaudengo in Turin, and seem to be setting a standard for contemporary art there. In Germany, the opera house and concert hall Festspielhaus Baden-Baden, criticised for eschewing government money and relying on private patronage, has given the Bayreuth and Salzburg festivals a run for their money.

Despite lesser-known institutions outside Paris having their funding slashed, and generous subsidies being radically cut, France?s love affair with the arts is determined to outrun the recession. Cultural powerhouses like the Grand Palais remain sacrosanct and scored record ticket sales in the past few years, and nationwide, cinemas haven?t been as busy since the early 80s. Results from a 2011 report from France?s leading online technology newspaper, Le Journal du Net, indicated the largest number of investors into French art organisations came from the US.

In the UK, an anonymous private donor gave ?1.5m to Shakespeare?s Globe Theatre, where the money will go towards the ?7m needed to build the Indoor Jacobean Theatre ? aimed to be the most complete recreation of an English renaissance indoor theatre. The donor has also pledged to double the contribution, providing the Globe manages to raise additional amounts by itself.

?There is no such thing as free money in the arts, there are always strings attached,? says BBC Arts editor Will Gompertz. ?The government wants certain targets attained in return for investment, philanthropists need plenty of wining and dining and corporate sponsors have business goals that need to be reached, all of which the arts institutions know, having weighed up the pros and cons before taking the money.?

Former Royal Opera House chief executive Michael Kaiser believes that arts organisations must plan much further ahead if they want to attract more private sector funding, especially if investors want a say in the artistic process. Kaiser, who is now president of the Kennedy Centre in Washington in the US, said: ?They need to plan three, four or five years in advance, not just a few months, to give them time to find and cultivate new donors and bring them into the picture, and also to make bigger, more exciting, and more surprising projects.

?One of the challenges in this country is that organisations ? even some large ones ? have typically gone to the same suspects [for donations] all the time. That also comes from doing your programme planning on too short a time frame.?

Kaiser also stresses that while it might be harder for smaller arts organisations to attract corporate funding, it was ?simply not true? that fundraising from individuals was harder for small, non-national arts organisations: ?Even for a theatre company that might have a turnover of ?1.5m a year, one can raise substantial sums,? he said. ?The mistake people make about fundraising is they think it?s about the rich. A vast majority of funding comes from the middle-class, and a large number of donors are not going to give you ?1m or ?50,000 or even ?5,000. But they?ll give you ?50 or ?100 a year. It adds up. The notion that you have to rely on the super-rich and you have to be based in European capital cities is simply not true.?

Some of Britain?s most prominent philanthropists who have donated hundreds of millions of pounds to the creative industries have warned that private giving will not bridge the gap left by the cuts to state funding for the arts. Among others, Sir John Ritblat, who has given to the British Library and the Wallace Collection, and Anthony D?Offay, the art dealer who sold his private collection to the state for a fraction of its market value, wrote to David Cameron in the wake of the Government?s Comprehensive Spending Review in 2010, warning philanthropy is an addition to, not a substitute for, state funding. Julia Peyton Jones, director of the Serpentine Gallery in London, has also warned private philanthropy will not make up the government shortfall. ?The question of whether corporate philanthropists will step in to fill the gap is not realistic,? she said.

Increased investment
In December 2011, BP announced it will invest almost ?10m in the four partnerships with The British Museum, the National Portrait Gallery, the Royal Opera House and Tate Britain over the next five years, in agreements representing one of the most significant long-term corporate investments in UK arts and culture. Each of the four institutions has a long-standing partnership with the oil giant ? most stretching back over 20 years ? and will see the new agreements extend for a further five years, to 2017.

The Co-operative Group has announced its continued support and funding until at least 2014 to the British Youth Film Academy. The ?1.2m, six year partnership aims to deliver a unique opportunity for 14-25-year-olds, providing hands-on filmmaking experience through summer camps, events and workshops.

?The plummeting investment figures reveal there remains an acute need to drive increased private investment into the arts?

Supported by a trebling of the channel?s budget, Sky Arts is set to support a number of arts projects and emerging British artists in a range of innovative projects this year. In April, the company also announced its intention to build on its commitment to original British programming with a major investment of ?600m by 2014 in feature-length British films for television.

Much-needed conservation work has been undertaken on works such as Picasso?s Woman in Blue at the Reina Sofia in Madrid; one of Leonardo Da Vinci?s earliest manuscripts at the Castello Sforzesco in Milan; and pieces of Urartian jewellery at the Rezan Has Museum in Turkey, thanks to the Bank of America and Merrill Lynch.

This year, the company is sponsoring Lucian Freud Portraits at the National Portrait Gallery in London and Americans in Florence, Sargent and the American Impressionists at the Palazzo Strozzi in Florence, as well as lending a supportive hand to the Mus?e d?Orsay in Paris. The Europe branch president of Bank of America Merrill Lynch and chair of Arts & Business leadership campaign Jonathan Moulds said: ?The plummeting investment figures reveal there remains an acute need to drive increased private investment into the arts. I look forward to working alongside other business leaders to help sustain and grow the funding and development of the arts in the UK. It is through partnerships and involvement at every level that we can embed real change.?

Arts & Business believes 2012 is shaping up to be a pivotal year, with business respondents expecting investment to increase at a faster pace, although when it will be restored to pre-recession levels is not certain. ?If the previous slump is anything to go by, business investment in the cultural sector should start picking up once the economic climate starts showing clear signs of improvement,? said director Philip Spedding.

Despite the gloomy predictions, cultural appetite is stronger than ever: record cinema box office figures, a buoyant West End in London and sell-out exhibitions across the continent, and an imaginative way of talking about what?s going on the world better than any government white paper. Sir Richard Eyre, the writer-director and former head of the National Theatre in the UK expressed why European culture must continue to be considered a priority: ?Further cuts to organisations will result in ?cultural apartheid,?? he said. ?By diminishing the opportunity to experience the arts or to study them and the humanities ? literature, philosophy, history, religion, languages ? we condemn future generations to a life a little less than human.?
